UMIP is designed to be jurisdiction-agnostic and compatible with existing local, national, and international codes and regulations.
The framework does not replace, override, or reinterpret:

- Safety regulations
- Licensing requirements
- Authorities having jurisdiction (AHJs)
All applications of the framework remain subject to applicable laws and regulatory oversight.
Professional Responsibility
UMIP does not alter or assume professional responsibility.
Responsibility for:
- Design
- Engineering
- Construction
- Inspection
- Approval
Compliance remains solely with licensed professionals and governing authorities, as required by law.
UMIP does not provide engineering guidance or compliance certification.
Non-Regulatory Framework Role
UMIP functions as an organizational and alignment framework, not an enforcement mechanism.
The framework:
- Does not mandate adoption
- Does not define performance requirements
- Does not certify installations
- Does not determine acceptability or compliance
Any future alignment, verification, or certification programs—if developed—will be voluntary and governed under separate terms.
Standards-Adjacent Positioning
UMIP is being developed to complement—not compete with—existing standards, codes, and regulatory bodies.
The framework is intended to support:
- Industry coordination
- Interoperability
- Documentation consistency
- Long-term lifecycle clarity
UMIP does not assert authority over existing standards organizations.
